If you didn't believe that Seoul already had an extensive infrastructure underground, stick around until the year 2025 when we are gonna have a MEGA underground metropolis in the heart of Seoul.

Construction will begin in 2020 and will cost about $900 million. That sounds like a bargain for 31,000 square meters that will keep people warm during the winters and cool during the summers. 

You will be able to connect to 12 subway stations and over 30 real above-ground buildings. And what will you be able to do inside? For one, expect to WALK. And eat, shop and be entertained. Ants, gophers and other burrowing insects would be so jealous. 

Conservative paper Chosun Ilbo says liberal Mayor Park Won-soon is using the project to juice up his chances to run for president in 2017 but that the planning is ill-conceived and incomplete. Nevertheless, it would be a savvy move on Park's part since big construction projects have the ability to bring swarms of supportive worker bees to whomever has the honey pot.
